[提問]Android Market Developer帳號申請

各位先進好 小弟我最近也想為Android market盡一份心力

但是發現申請帳號的過程就卡關了

小弟我是台灣的開發者, 有底下幾點疑問還望各位先進指點 :

1. 在一開始申請欄位的Website URL是必須的, 但是我沒有網站, 這個欄位是否可以先亂填之後再更改?

2. 電話號碼的部份, 我用填入了886-955xxxxxx, 但是他卻一直顯示是invalid phone number, 是否台灣的電話無法申請呢?

3. 之前在觀摩ysl大大的網站時, 其中有提到台灣的開發者無法在Android market上收費, 是否指的是必須要有海外的戶頭才能申請Android market帳號?

4. 繳稅的問題, 在Android market的developer agreement 3.2中提到"Developer is responsibe for determining if a Product is taxable and the applicable tax rate for the Payment processor to collect for each taxing jurisdiction where product are sold. Developer is responsible for remiiing taxes to the apporpriate taxing authority". 這段的意思是說假如產品在美國出售, 開發者要自己用匯款的方式去繳美國的稅嗎?
